A weep that is getting worse should be dealt with soon. Joints between old lead and modern pipe need the right fitting, and a push-fit connector on lead is a common cause of slow leaks. Put a container under it, turn off the stopcock if it starts to run, and call us.

In a converted terrace, yes. Everything from the upper flats goes down the same stack, so a partial blockage low down affects the ground floor first. Smells can also come from a dried-out trap or a cracked old iron stack.
I live in a council block. Who fixes a leak from the communal pipes?
Communal risers, stacks and heating are the landlord's or managing agent's responsibility, so report it to them straight away. If water is coming into your flat and they cannot be reached, call us to stop the damage and isolate what we can.
