Check the cylinder thermostat has not been turned down, then have the element and coil looked at; descaling or a new element is far cheaper than a new cylinder.

Insulate every exposed pipe, fit a frost thermostat to any heater rather than leaving it on a timer, and know where the valve feeding the building is. If it will be empty in a cold spell, shut that valve and open the tap at the far end to drain the pipe.
